If your event takes place on licensed premises, SIA-licensed personnel are a legal requirement. The same applies if you are employing people to search guests or control access.
This applies to most commercial events in the UK. For private events on unlicensed premises, the requirement is less clear-cut. But the risk of not having licensed security remains regardless.
Martyn’s Law — the Terrorism (Protection of Premises) Act — received Royal Assent in April 2025. It is named after Martyn Hett, who was killed in the Manchester Arena bombing in 2017.
The law places a legal obligation on venues and events above certain capacity thresholds. They must have protective security measures in place. Staff must be trained. Procedures must exist for responding to a terrorist attack.

Events at premises with a capacity of 200 or more fall under the Standard Tier. This requires procedures to protect the public from a terrorist attack and trained staff.
Events at premises with a capacity of 800 or more fall under the Enhanced Tier. This requires a formal security plan reviewed by the Security Industry Authority.
